It occurs to me to wonder whether mailing lists and their users are an incredibly tiny tail that has been wagging the immense "every other email user on Earth" dog for a while now.
I'd hazard a guess that Yahoo!'s assessment of DMARC feedback on its own domains gave it a way to measure the size of that tail with some precision, and to determine that the impact on its users of risking a small injury to this tail while performing a heart bypass was an acceptable side-effect.
