OK, "mild suggestion" is a bit strong.

But senders who publish DMARC shouldn't have the expectation that their
policy will be followed consistently or blindly by receiving ISPs. Good ISPs
are going to make their best judgements about what will make their users
happy - and as there's a steady stream of wanted mail that DMARC says
shouldn't be delivered, that's likely to mean delivering mail contrary to
the senders DMARC policy.
