Based on this data I have no qualms about recommending a 24 hour reporting period starting at UTC midnight, as in RFC 7489.
I still do not understand what problem this is supposed to solve. Let's imagine that people decided to send every three hours, or every seven hours. or every 10 hours and 42 minutes. So what?
