I'm going through the drafts with a finer comb looking for things that
stand out, in order for us to produce as good a specification as possible.

Not all of what I find is an actual problem. I've not been involved in
this effort for several years, and I hope I can provide a new look at
some of it, and asking or pointing out things I react to as I read through.

Here I wanted to flag the discrepancy between my perception of the
importance we give to the reporting period by discussing other things in
relation to it, and the non-importance we give by not defining the
reporting period itself, nor even giving any guidance on how to choose
an appropriate reporting period.

The fact that some actors have sent these kinds of reports for many
years, seems less relevant for any newcomer that need to decide on their
reporting period.
