Clarity of the text and ease of implementation.

The first mention of reporting period is:

  A separate report MUST be generated for each Policy
  Domain encountered during the reporting period.

Knowing what the reporting period is seems important.

Then we have section 2.3 discussing at length "Changes in Policy During
Reporting Period".


That we do not bother to say anything at all about the start or length
of the reporting period seems strange to me.

"We know a lot about reporting periods, but we won't tell you, figure it
out for yourself" seems to be a tad tactless, if not hostile to any
newcomer.
