Well the honest truth is that you need to make sure the shop will stand
behind the repair and the parts.  A lot of the rebuilds are crap, frankly,
and most of them come from one source: A1 Cardone.  Cardone is probably the
single biggest components rebuilder in the U.S. -- in many places it's hard
to get anything else.  They have undercut the prices of many better
rebuilders, and bought up still more.  Their stuff is JUNK.  Avoid it like
the plague.

You will pay more for a genuine Mopar rack, but you will have fewer problems
with it.  It is worth the additional cost.  Personally I'm all done with
reman parts unless they're put together by a local rebuilder.

One other possible alternative is to get a good used rack from a salvage
yard.  As long as it a factory OEM part, you may be able to save some money
and get halfway decent quality.  Remember though that it will have some wear
and its lifetime may not be as long as a new Mopar-branded rack and pinion.
It's a gamble, but probably a better gamble than the rebuilt Cardone part.
