The filter is accessed by removing the inspection panel in the bulkhead (4 screws). This is better than cutting holes in the fuselage! Incidentally, the sprung tailwheel will solve your vibration problems. Another question, I have to change the fuel filter but I noticed that it's neccesary to remove the fuel tank!!, and it is necesary to change every 50 hours. I think the problem end making a search below the fuselage skin but reinforce the zone . Do you now if somebody made this search?
