OK, I know what... I'll go as far as to disagree with even this. :)
AFAIK he could only change "GPLv2 or later" to "GPLv2" for the
project as a whole, but not for the code inside! All the code that
was previously "GPLv2 or later" (and not authored by him), had
then been marked by him to state "GPLv2 or later" explicitly.
Was this done? No!
Will we rectify that? A question... And a big one. :)
But your historical branch will help a lot here.

Note: when Linus did similar thing, he said in ML that the change
only concerns his own code... Not everyone beleived, though!
The time confirmed that basically he lied. :)
