This may mean that the Program at least specifies GPL in the files, just not its version. Since, in case of dosemu, GPL was not mentioned at all in the files, except the version-2 COPYING file (which is a kind of mentioning the version after all), I think the grim interpretation of Eric looks valid too, or at least I can't see anything obvious that makes it invalid. I think Alan Cox in the link you pointed too, does not object to what Linus did, he just clarifies his opinion on something else in the thread. Of course we can try to declare ourselves that the version-2 COPYING is actually not a version mentioning, and I personally wouldn't object against that (I am completely bribed by the possible results of that decision), it may still be worth mentioning that this may not be really correct. I personally have dropped all my points that depended on it.
