The cable can only PULL, so it can only pull the arm UPward, which in the
motion changer produces the DOWNward pull on the ailerons.  It relies on
the wind pressure to suck the ailerons back up into the "flat" position
when the cable is relaxed.

Thus, if you aren't using the motion changer, then moving the whole
bellcrank upward through the reflexer as described in the reflexer plans
would just be assisting the ailerons in moving upward, which is not what
you need.  It would seem to me you have to mount the cable on the bottom,
and rotate the reflexer DOWNward to pull the ailerons downward.

At least that's my reading from the drawings.
