I think shipping the jar files is a great convenience for everyone, specially 
for non programmers who want to use DSpace out-of-the-box. And for that matter, 
the versions of the jar files shipped in DSpace are fine. Usually, any trouble 
will arise only when you try to expand Dspace functionality (in my case, 
changing media filter to open encrypted files using pre determined passwords). 
In those cases I think we can assume a programmer who understands the code and 
the limits/problems of the libraries and therefore can fetch a newer version if 
that suits him.

In a word, probably. It is mostly done this way (I assume) for
convenience. There's nothing to stop you doing this for yourself; if you
want it self-managed, then you already know what to do. My expectation
is that if we stopped shipping any JARs we'd get a rather significant
backlash.
