have you ever heard of a TRANSVERTERS ? i used to build them back in the 60's 
to put any radio i had on to any frequency i wanted it to go  YES even 223 mhz 
.... BTW I have a station on 223 mhz and have since 1974.

I think it is a great market for someone to build a 223 mhz. D-STAR radio and 
repeaters, and the home brew crowd can get there (Yahoo! gmsk_dv_node and 
pcrepeatercontrolle r) but until you have an "off the shelf" manufacturer it 
will never grow.


Things change over time and people need to be adaptable.

There is no need for APCO P25 protocol compatibility.  They are different 
designs for different purposes.  Hams are not a managed fleet like public 
safety systems.


That being said, creating a 12.5 kHz. band plan in the portion of the REPEATER 
sub-band currently used for analog simplex would accommodate more than D-STAR.  
P25/MotoTurbo/ NXDN/D-STAR all fit into those slots nicely.
