Yes, it is water.  'Dew' more exactly, like what forms on the outside of a 
glass of iced tea. Anytime an object's temperature goes below the 'dew point' 
(determined by the relative humidity of the air) the moisture in the 
surrounding air condenses on the object. However, you needn't worry, as pure 
water (like what is in the air) is a poor conductor (water only conducts well 
when you add impurities; salt for instance).  Since it's such a small amount 
of water, it evaporates easily when the object's temperature once again rises 
above the dew point.

So the answer is the same anyway. Just wait a few seconds before applying 
power....
Keep your fingers away from the areas of power supplies that have little 
'lightning bolt' icons on them.
And don't go swimming in the ocean when you see lightning. :-))
