That's one way of looking at it.

Another way is to imagine that IntelliJ has a fixed amount of resources
that they can devote to Idea due to the physical constraint on the
number of developers they have working for them.  Implied in this is a
specific number of man-hours that can be used to enhance Idea.  Let us
call that value A.
 
Let us suppose that the set of all features that are desired (and for
the "type 2" person, this obviously means any conceivable notion that
can be fathomed) can be quantified in a specific number of man-hours of
work.  Let us call that value B.

A < B

Hence, prioritization and affectations like "-1", "-10", etc.

Regardless, this entire discussion is entirely a red herring.  Everybody
here feels the same way in principle but have different priorities.
Some just want an editor and so would prefer that IntelliJ concentrate
their resources in that department.  Others want logging, auditing, and
other such integration.  We each get a vote and do so.  The features
most positively voted for seem to be what IntelliJ pursues and I commend
them emphatically for their democratic ideals.  Although of course it
makes good business sense as well.
