Its not the GC. Its probably the Virtual Memory subsystem in windows swapping your application back in. THis is why it ALWAYS happends during a garbage collection event (because we scan through memory, and it needs to be loaded off of disk), and sometimes happens during normal development (because you just happen to hit some piece of heap that isn't in physical memory).
We have seen garbage collection times as high as 30 seconds on our java app and we are garbage collecting from 70 meg to 30 meg heap. IDEA tends to be twice that size, so you can expect to spend twice that amount of time (on a similar platform).
