Our goats were attacked by a friendly neighborhood dog.  The owners
insisted that their dog could never do this.  They were convinced
that it was a fabrication and became quite indignant.  Others who
liked the dog also felt it was not possible.  Sigh... The animal control
officer said it is almost always like that.  He took the dog, analyzed
the scat, and disposed of it.  Sadly, the people felt they had been
victimized.

An animal rights group is trying to change the local laws
which requires dog owners to pay for their dogs actions.
First, offense would result in a warning, and more proof
would be needed.  Their arguments sound good, but having
talked to various farmers and had direct experience, my
bias says the farmers are not being treated fairly.
