Understandable but it seems to me to be a logical progression from poor
owners not having their animals confined.  It's a topic I visit
regiularly in KY.  The response I get 80% of the time in rural
communitites is "Dawgs wuz mint tah ruhhhn".  It seems to escape them
that they are domesticated animals.  It somehow is different when
looking at thie cows, pigs, etc.  Go figure...

Trying to change it in favor of the owner of an offending animal?  I'm
not sure how this was meant.
