Not a portable solution but an interesting story is that a friend here at Aberdeen Proving Ground, MD had the same concerns and by chance was assigned a top floor room in barracks. It turns out his window frame is connected to a metal shroud wrapping around the bldg, and the shroud is connected to metal roof. His 1-band 40m qrp rig tunes up and he's making qsos on it at 5W!
