Bob, This is a case where counterpoise wires may help you identify the source of the problem. Cut a wire a quarter wavelength at each of the troublesome bands and fasten one end to the KPA100 ground screw - if the problems go away, the problem is in your antenna system. Knowing where to look for the problem is half the solution.
