I just started seeing this problem today, and I have Optimum Online, which is a cable modem. Seems to only happen when there aren't any messages to download. When there are legitimate emails, it functions OK. My it fails, the log displays:
Establishing connection Checking password Reading 1 of 0 ** Connection lost: Hardware driver not accepting data.
I'm using OS 10.2.6.

Normal downloading of messages doesn't seem to be affected.
I noticed this behavior soon after Verizon switched my DSL service from "frame relay" to "ATM." Don't know if it's a coincidence!
