Possibly, but my feeling is, if the database was meant to be rebuilt on a 
regular basis, they would have made it a menu choice. There are ways 
around the issue of not being able to rebuild an open database. After 
all, when you rebuild currently, Emailer is in fact running. So to 
rebuild a database from a menu choice just involves having Emailer close 
the database, do its rebuild routine, then reopen it.

But that is just my guess on the design. I didn't participate in the 
development, so I can't really say for sure what their intentions were.
