It won't work.

Why should I pay for something I can do free right now. Also, it may not 
be a huge cost to people, but what about businesses? My company must push 
a few thousand emails a day. That adds up. And my company is light on 
email compared to larger companies. What would a company like AT&T say? 
I'm sure company wide they probably send millions of emails a day. How 
about list server hosts? You think this list would exist if there was ANY 
cost to running it?

Never trust ANY plan that involves charging money for a free service. The 
only reason for such a plan is to make the plan inventors rich.
