Yahoo Groups is always available. They host groups for free, and offer 
web access, direct emailing, or digest emailing. They also offer some 
moderation controls to help keep out unwanted people (spammers). And they 
have limited space for file storage that is accessible to group members.

Fine then, scratch my suggestion of Yahoo (as an aside, why do you not 
want to use them? I don't current use them myself, but my wife does for a 
few different groups, and she loves them).

If no one else pipes up with an offer for a list server, I can always 
bring my list server back online and host it. I'm hesitant to be the 
first choice as the host, only because I'm reviewing this week if I'm 
going to apply for a different job. If I do, I may or may not have to 
shut down and move all my personal servers (depends a lot on if I get the 
new job, and if I do, how much of me remains at my current job... all 
things I can't answer for a little while yet).
