I have configured a test system with "libgl1-mesa-swx11" and everything 
looks ok: when I run "camview" command, I can see emc.halio in the list 
of units.
I have done the switch to "libgl1-mesa-swx11" without recompiling any 
camunits related package.

On my system, gluOrtho2D is in /usr/lib/libGLU.so.1 provided by libglu1-mesa
=> try to install " libglu1-mesa" package
