I am not sure that adding more pins is the solution to the problem
here. (Assuming that the problem is what I think it is)

The Axis GUI attempts to set the system mode to Manual, MDI or Auto
when change tabs and/or start G-code.
The halui UI can also change the system mode, using HAL pins (because
that is all it has).
other interfaces (linuxcncrsh, perhaps. The Python interface) can also
cause a change of system mode.

I think that, possibly, halui should be the only HAL pin way to change
mode, and Axis needs to keep track better.
I am concerned about what happens if the halui and axis pins disagree
about the desired machine state.
