The best way it what you're already doing: make git patches and post 
them to the mailing list (or, alternatively, publish your branch on some 
public server like github).

The core developers will discuss the patch, with input from users and 
testers and other interested parties as appropriate.  We'll ask you 
questions and give you feedback/comments on the patch, and we'll iterate 
and decide from there.

It's not a very formal process, and i don't think it needs to be.
