The BEFORE aspect was and is my first comment: SHEAP pre-compliance test equipment. Do you have any "real" sugestions for it? Purshase of OLD equipment.. every body is looking for used equipment as everybody is facing the same problem. Anyhow, to my opignion this solution is still expensive.
