Generally, application of a safety agency mark, which in the case of UL is
the backwards UR symbol for components and the UL in a circle for Listed
devices, is left to the discretion of the manufacturer. As you pointed out,
in many cases it is to the manufacturers advantage to apply the mark to the
product (or in the case of component devices the mark may appear on the
packaging instead of on the product itself), but there is no specific
regulatory requirement forcing him to do so.
