Jim, I believe you are correct, especially for the tests according to EN 61000-4-2 and EN 61000-4-5, (ESD & Surge). The tests should be done at lower voltages. We have always done it that way at TUV Rheinland. By the way, for the surge tests, following the standards and doing all the lower voltages at a 1 per minute rep rate and 0,90 & 270 degrees of the AC wave takes over 3 hours to perform. I say this because we have been told we take too long to do a surge test!
