A basic question here: by "approved" do you mean for purely military
applications but to "civilian" standards and CE Marked (or markable)?

>From some fairly recent (<5 years ago) experience it appears
difficult/impossible to get the latter items because CE Marking typically
involves compliance with harmonised European EN standards - and apart from
60309 there are none for such products, especially if you need screened
connectors. 

The products for military applications can have many safety issues, and some
of them can be positively dangerous (exposed contact tubes, flexible
insulators, metal cable strain-reliefs, incomplete backshells etc) when used
at mains voltages even if apparently appropriately rated. 

Some manufacturers are able to provide insulated connectors that meet
appropriate civilian standards, but I have not yet come across any that can
provide screened versions. In addition, there are (at least were) some
non-CE Marked, non-screened products to non-harmonised CECC electronic
component standards, but they did not meet many of the constructional and
insulation requirements of 60309, and therefore you could argue that they do
not afford an equivalent level of safety to 60309 and so could not be CE
Marked anyway.

I think the real legal problem is now that the UK (& other national) MoD are
now contracting out many military roles to civilian contractors, and/ or are
requiring compliance military contracts and equipment to comply with
civilian (and thus EU) legislation which includes both directives under the
Workplace Framework Directive and the various CE Marking directives.
Therefore the equipment suppliers can be in a most invidious position that
they can meet either meet the functional or the legal requirements for the
equipment they supply - but not both.

Therefore it seems to me - particulary in the field of such connectors -
that an industry initiative may be required to prepare standards for
products which meet the military functionality requirements (especially wrt
EMC/TEMPEST screening), but also meet the civilian safety standard
requirements and so can be CE Marked.

I should have expanded a little - I am looking for any military style,
metal-shelled connectors, along the line of the Mil-C-38999. The IEC 60309
connectors are to big and 'clunky' for use on the front panel of rack mount
test equipment.

See IEC/EN 60309-1 and -2. Not 'grounded shell': these have all-
