Ian, "Electric actuator" sounds like some kind of component that induces movement, such as a motor or solenoid. Such components are not within the scope of IEC 600950-1, although if a manufacturer chose to use them in some ICT equipment then they would need to comply with the relevant parts of that standard.
This brings up another point, which is that it’s all very well complying with the relevant component standard (whatever that is) but you should also take time to understand the requirements in the product standards where your component is likely to be used. As an example, the component standard may have less onerous requirements for the flammability of thermoplastics than the product standard, in which case you will have met the minimum legal requirements but potential customers will be staying away in droves!
