You have quite rightly highlighted the importance of not neccessarily applying
the "obvious standard" and thus of considering the environment in which the
equipment may be operated. 

That, effectively, is doing the equilavent of the beginings of a risk
assessment, which unfortunately is not clearly mandated in the LVD (although
you can certainly interpret the requirements as requiring it) - but it is
mandated in the latest (of which I know) draft proposed revisions to the LVD
as the first essential requirement in Annex I. That risk assessment will, in
turn, require application of the most appropriate standards and safety
practices.

61010 leaves a lot to be desired when applied to equipment to be used by Joe
Public. Unfortunately, in my opinion, the same can be said about current
versions of 60950, which was drafted for commercially-used equipment and do
not always provide relevant levels of safety for domestic applications - that
is why some early PC manufacturers used 60065 as their standard, but the
practice has, for understandable commercial reasons, generally fallen into
abeyance. This situation should change when 60950 and 60065 converge in the
reasonably foreseeable future. (I am sure John Woodhead can bring us up to
speed in this area).

Since you have clearly stated that the device is intended for use outside of 
the "professional" lab environment, you need to exercise due diligence and 
apply 60950, 60335, and/or 60065.

We have designed apparatus for testing small signal valves (vacuum tubes) 
for use in amplifiers. It is powered by an external 12Vac supply and has 
sockets for inserting the valves which could have voltage of up to 250 volts 
DC (current limited to <15 mA). Also the valves themselves can get quite 
warm (>60°C) during testing. 

It would seem that EN 61010 is the most applicable standard, considering 
that the apparatus will be used by test engineers as well as the home 
enthusiast. Does anybody know of a more applicable standard?
