Sir Since you have clearly stated that the device is intended for use outside of the "professional" lab environment, you need to exercise due diligence and apply 60950, 60335, and/or 60065.

It is powered by an external 12Vac supply and has sockets for inserting the valves which could have voltage of up to 250 volts DC (current limited to <15 mA). Also the valves themselves can get quite warm (>60°C) during testing. It would seem that EN 61010 is the most applicable standard, considering that the apparatus will be used by test engineers as well as the home enthusiast.
