Lauren, I have subsequently been in contact with DEFRA the UK body overseeing EuP and whilst they cannot offer a legal binding opinion their representative has offered this:
“During discussions it was also made clear that it was not the intention of this measure to capture professional equipment (although it does not specifically say this in the measure).
