John I do not believe that there is any Directive governing that. Electricity supplies >1500V are generally outwith the Low Voltage public distribution network, and connection would be governed by the supply authority. If you are considering outputs from equipment >1500V, then that does not place the equipment outside the scope of the LVD. Standards such as EN61010-1 provide for secondary circuits at kV levels.
