There is a list of the official languages in the Commission Guide to the Machinery Directive, available here:

English will not suffice - if the Directive says the Declaration needs to be translated, then it needs to be in one of the official languages of each state in which the product is sold. I'm pretty sure that failure to deliver the Declaration in the correct language(s) has been cited as a non-compliance in enforcement actions in the past, although only as one item among several - I'v e never seen it cited as sole reason for rejection.
