To the best of my knowledge the Commission has provided no guidance as to specific languages required relative to the RoHS Directive.

English will not suffice - if the Directive says the Declaration needs to be translated, then it needs to be in one of the official languages of each state in which the product is sold. I'm pretty sure that failure to deliver the Declaration in the correct language(s) has been cited as a non-compliance in enforcement actions in the past, although only as one item among several - I'v e never seen it cited as sole reason for rejection.
