It is stated in OJEU under EN 60950-1 A2.

For radio equipment, the voltage limit of LVD is removed in both R&TTED and
RED.

Can you point me to where the end product standards and CB Scheme call up
EN 62133 2013.

Cl 8.3.9 is only applied to France in EU and definitely not a harmonised
standard.  It is a speculation that some time ago, the global battery
recalls lied on internal short circuit due to contamination in production
on almost all rechargeable battery pack in NBs.  It is disappointed that
only two major countries, Japan and Korea who produce major share of
rechargeable batteries are willing to adopt the new requirement.  Thus
battery recalls still continue and luckily in a smaller scale.
