If the normative reference is dated, you apply the dated edition whether it has been updated or even withdrawn (in error – it should not have been withdrawn). If a standard listed in the OJ normatively references a second standard, it does not matter if the second standard is, or is not, listed in the OJ. Should we consider in this way that for product scope in EN 60065 or 60950-1, the effective date should follow the publication in OJEU and for batteries, DOW of 10/01/2016 is applied as per standard stated. Currently EN 62133 is not included in LVD or GPSD - of course we cannot find any reference from OJEU. Where did you see the July date? I do not believe it is any Directive as most batteries are outside of the scope of the LVD. You will find in end product standards and it is required for CB Scheme. 8.3.9: Design evaluation – Forced internal short circuit only applies to Korea, Japan, Switzerland and France. It is not clear about the enforcement of 8.3.9, because that is country difference. Can it be enforced for the EU?
