Where did you see the July date? I do not believe it is any Directive as most batteries are outside of the scope of the LVD. You will find in end product standards and it is required for CB Scheme. 8.3.9: Design evaluation – Forced internal short circuit only applies to Korea, Japan, Switzerland and France. It is not clear about the enforcement of 8.3.9, because that is country difference. Can it be enforced for the EU?
