John,  hopefully your starting this discussion,  along with Kevin's and my 
details will get that going as we have now documented the need. Anyone 
interested in becoming involved now has details to justify participation. 
The company I used to work for did exactly as you suggested by putting the 
compliance needs in the product proposals.  They were doing that before I  
started working for them in 1980. It is a good way to get the design process 
started to achieve a first try pass at the labs.
