If this is commercial equipment, then the Class A limits would be appropriate.  
Class A equipment is that which is not marketed to the general public for use 
in the home.  This does not sound like something you would go to Best Buy to 
purchase.  And, Verification is the appropriate approval method for Class A 
products.

is for a modular 19'' draw-out unit system with a power supply and control unit 
to control LED modules for industrial application in the laboratory environment 
(EU: EN 61010-1, EN 61326-1 for LVD and EMCD) the FCC requirements mandatory?

In my point of view the answer is “yes”.

And I have recommended my customer to apply the FCC Part 15 method 
“verification”. Is that totally wrong?
