I only pilot paper airplanes and this isn't my area of expertise, but it looks like this potential requirement originates in NEMA ICS 5 "Industrial Control and Systems: Control Circuit and Pilot Devices" and perhaps also in IEC 62314 (Solid State Relays - as a "control" relay though the word 'pilot' isn't specifically stated)
