The trick is this: the command from emc2 to the 7i43 (or 5i20, or ...) 
is *not* "take a step", it's "keep stepping *at* *this* *rate* until i 
tell you otherwise".

If you're familiar with the emc2 thread architecture, think of it as 
running the base thread on the FPGA.
