Actually much simpler, really just an accumulator that has a number (the step 
rate) added a high fixed rate (many MHz). When this accumulator overflows, a 
step is generated (this is sometimes called a DDS or a phase accumulator). I 
left out a few details but thats the core of the logic. Other than details 
like feedback and setup/hold times its really just a variable rate digital 
oscillator...
