Andy - very easy to make HTD pulleys, drill holes for teeth on correct PCD then turn off excess to correct OD. The "half holes" left make the teeth. A quick clean on a 3M abrasive wheel cleans off the sharp edges and your done. If you do a search for making HTD pulleys there is detailed info on making them that way.
