I have no idea. That driver disappeared between versions 2.2 and 2.3.
It also has no velocity output pin, so won't do what you need.

I had not realised that you were using such an old version of LinuxCNC.

You _might_ be able to use a software encoder connected to the parallel port
http://www.linuxcnc.org/docs/2.2/html/man/man9/encoder.9.html
but I rather suspect that the THCAD pulses too fast for that.
