If the nozzle is too close to the bed no plastic at all will come put. Dragging on the bed will completely shut down the flow. You likey don't get the full flow until there is about 0.1mm of clearance under the nozzle.
The brass is pretty hard and it is also spring mounted so if forced into the build plate it is not damaged. The spring and the 45 degree shape allows it to ride over bumps.
