There is no such thing as a "rule" in Thunderbird. I'd simply say that the two 
places where the respective functions are implemented don't "know" (or care) of 
each other...

Don't forget that some pieces of code in Thunderbird have been untouched for 
probably 10 years, while other code was added without touching these old parts 
(on purpose).
