I don't know why this option isn't working right for you, but I think I
might have a solution to the PITA part :-). I have the "partially receive"
option checked, and I don't have any trouble deleting messages that have the
torn envelope symbol in the same way I delete messages that have been fully
downloaded, by either clicking on the trash can icon or hitting the delete
key. The only time I need to click on the torn envelope is when I want to dl
the rest of an incomplete message.
